Naruto Storm 4 bundle: base game, Road to Boruto, or both?

Naruto Storm 4 bundle: base game, Road to Boruto, or both?

There is no single Naruto Storm 4 bundle. There are two $19.99 add-ons with confusingly similar names, three smaller packs that one of them already contains, a base game that is ten years old, and a widely repeated assumption about what the Season Pass includes that is simply wrong. Buying the wrong combination here is the most common way people end up paying twice for content they thought they already had, and the gap between the best and worst route through this store page is most of the price of the game again.

One figure from our own tracker sets the stakes. Read on 29 October 2026, our price record for Road to Boruto holds 83 daily readings going back to 23 June 2026, and in that entire four-month window the cheapest listing we could find never left a band between $9.76 and $10.74. The low was $9.76, on 25 June 2026. That is a spread of under a dollar across four months — the expansion is, to a very close approximation, a fixed-price item. Almost nothing you do about timing will change what it costs you.

Which Naruto Storm 4 bundle actually exists on Steam

Start by getting the product map straight, because the names actively work against you. On Steam, NARUTO SHIPPUDEN: Ultimate Ninja STORM 4 is the base game, with a $19.99 list price. Hanging off it are six separate add-ons:

  • Road to Boruto Expansion — $19.99 list. The big one: a new story arc set after the main game, with the next generation of characters.
  • Season Pass — $19.99 list. Contains three items and only those three.
  • Shikamaru's Tale Extra Scenario Pack — $9.99 list. In the Season Pass.
  • Gaara's Tale Extra Scenario Pack — $9.99 list. In the Season Pass.
  • The Sound Four Characters Pack — $6.99 list. In the Season Pass.
  • Road to Boruto Next Generations Pack — $6.99 list. A character pack, not the expansion, despite sharing four words with it.

Those are list prices, not what anyone pays — all of them discount, and you should check the live figures on the game pages linked here rather than budgeting from this list. The structure is what matters.

The Season Pass trap

Here is the mistake, stated plainly: the Season Pass does not include Road to Boruto.

It is easy to see why people assume it does. The pass costs the same as the expansion, carries the word "season", and arrived in the same era. But the Season Pass covers Shikamaru's Tale, Gaara's Tale and the Sound Four character pack — three bonus scenarios and some fighters. Road to Boruto is a wholly separate purchase, and it is the one with the new story.

If you buy the Season Pass expecting the Boruto arc, you have spent $19.99 of list price on side content and still do not own the thing you wanted. This is the single most common misstep on this store page, and it is repeated in the game's own Steam discussions years after release.

The Season Pass is not a bad product in itself. Its three components list at $9.99, $9.99 and $6.99 — $26.97 together — so the pass saves roughly 26% on list if you genuinely want all three. The question is whether you want extra scenario packs at all, and for most people buying a ten-year-old arena fighter, the honest answer is no.

What the price record says you cannot wait out

This is where our own data changes the advice, because it tells you something a store page cannot: which of these items rewards patience and which does not.

Road to Boruto does not. Over 83 readings from 23 June to 29 October 2026, the cheapest listing sat between $9.76 and $10.74 — a band under a dollar wide, held across four months, with no sale event large enough to break it. Six sellers list it in our record and they are clustered tightly together. Whatever you would save by waiting a month for the expansion is roughly the price of a coffee, and you would be gambling it against a pattern that has not moved all summer.

Practically, that means the expansion is a yes-or-no decision rather than a when decision. If you want the Boruto arc, buy it when you buy the game. There is no window coming.

The base game is the only part that moves

The base game behaves completely differently, and this is the useful half of the comparison. Across 87 daily readings from 18 June to 28 October 2026, the cheapest Storm 4 listing ranged from $16.57 down to $10.66, with that low recorded on 22 September 2026 at Gameseal. That is a swing of roughly 36%, against the expansion's sub-10%.

So the timing advice inverts depending on which item you are buying. The base game genuinely has good and bad days and is worth watching on its game page; the expansion does not and is not. If you are buying both, there is a real argument for picking up the expansion now and setting a watch on the base game — the opposite of how most people shop, which is to grab the game on impulse and agonise over the add-on.

Worth noting too: in our record the keyshops rarely beat Steam's own sale price on the expansion. The band our tracker sits in is close enough to Steam's discounted list that the third-party market adds very little here, which is unusual and worth checking before you buy from a reseller. Our guide to discounts on key sites that are not what they look like covers how to tell.

If you want more than Storm 4

Storm 4 is not the only way in, and for some buyers it is the wrong one. NARUTO X BORUTO Ultimate Ninja STORM CONNECTIONS is the 2023 follow-up and the current entry point, with a far larger roster and a story mode that recaps the whole saga. Our record holds 104 readings on it, ranging from $49.77 at the top to a low of $14.44 — a much wider swing, which means it genuinely rewards waiting in a way Storm 4's expansion does not.

If you are going backwards instead, Storm 3 Full Burst HD covers the Fourth Great Ninja War's opening and has a tracked low of $7.63 over 50 readings. And Naruto to Boruto: Shinobi Striker is a different genre altogether — a four-player online game, not an arena fighter — with a low of $3.63 across 101 readings, which makes it the cheapest Naruto experiment on the list by a distance.

The bottom line

Buy the base game plus the Road to Boruto Expansion. That is the Naruto Storm 4 bundle worth assembling, and the two items together give you the full story through to the next generation.

Skip the Season Pass unless you specifically want Shikamaru's Tale and Gaara's Tale, and know that it will not give you the Boruto arc. Skip the Road to Boruto Next Generations Pack entirely unless you have finished the expansion and want more fighters — it is a character pack wearing the expansion's name.

On timing: buy the expansion whenever you decide you want it, because our four months of readings say the price will be the same in December. Watch the base game, which actually moves. And if Storm 4 is simply your way into the series rather than a specific itch, look at Connections first — it is newer, deeper, and the one where patience pays. For the general method behind all of this, our piece on how to price a bundle properly is the companion read, the same maths applied to a far larger add-on catalogue in our Euro Truck Simulator 2 bundle guide, and games that barely ever discount explains why some items simply refuse to move.
