About Citalis

✦ AI summary

Manage a sprawling city across thousands of blocks by balancing commerce, housing, parks, and resources while keeping citizens happy and avoiding bankruptcy in this fast-paced arcade-style sim. Watch out for crime waves, droughts, and floods—one wrong decision can topple your empire, but master the chaos and you'll unlock endless replayability across four challenging target modes.

Citalis is a fast paced, arcade like city simulation game where you must manage your city and businesses to make a profit and avoid bankruptcy at all costs.

Using Commercial, Residential and Park districts you must balance all the core aspects of a happy and successful city - such as building businesses, housing, maintaining roads, monitoring water levels and ensuring the city remains beautiful at all times.

But beware, if your city becomes unhappy your businesses will start partaking in criminal activity leading them to be shut down. Failure to monitor water levels may lead to a drought to stop the city functioning properly or a flood to destroy housing, landscaping and roads.

Now with 3 new target modes to challenge different aspects of your city building!

Features

  • Unlimited city building
  • 4 separate target modes with your highscores
  • 40 different blocks with over 700 combinations of building
  • Moveable UI elements to fit your screen resolution in any way you want
  • No limit on number of districts - create cities spanning thousands of blocks!

City-builder game with micro-management elements in which you build a small city, balancing population, businesses, water and crime ✅You have to balance between houses, parks, water and commercial buildings ✅Unlimited expansion of the city, a lot of combinations - there are as many as 700 of them ❌Too much text at the start instead of a clear tutorial ❌Few building types ❌You can't upgrade houses. ❌The only source of income is businesses, and to receive money you have to manually click on each building and its profit bar, which is simply boring ❌Few real strategic choices ❌Increase in crime due to lack of "city beauty" Really?? XD ❌❌Verdict: [strike] Terrible [/strike] , [strike] Bad [/strike] , [b] Mediocre [/b] , [strike] Decent [/strike] , [strike] Good [/strike] , [strike] Very Good [/strike] (Rating scale for tested game) If you want to see more of my reviews, you can find me on my curator page: https://store.steampowered.com/curator/45994324/ and on my group: https://steamcommunity.com/groups/CuratorKingViking If you have any questions about my reviews, feel free to ask. Citalis is an abominable, albeit functional, incremental mess of a city builder. Don’t be fooled by the storefront promos: the pleasantly pastel veneer of this “city sim” belies a gameplay loop with all the depth of a spring puddle. Think of it as a lobotomized Sim City or a wind-up toy. The loop looks okay at its surface: the player has 4 choices of building types (Commercial, Residential, Park… and Aquafer/Water plant) in three walled “areas” corresponding to the three major categories. You’re primarily tasked with managing the happiness of your citizens while growing your income through your build; if you’re playing badly, you’ve either forgotten to manually clear the “Crime” bar on your Commercial properties or you’ve let your water treatment plants overflow. That might almost sound limited but reasonable pre-install. However! The very few interactions are tedious and braindead: I repeat, parks and water supply keep crime at bay (what?), and again: the only point of the game is to grow your income to build more income generating buildings. There are no municipal features and no milestones, no citizenry, no roads to build. The whole flippin’ enterprise is a hassle and a ch…

Citalis, developed by Matt Hooper and published by Sometimes You, is a compact city-building simulation that deliberately trims down the complexity of the genre into something faster, more reactive, and easier to approach. Rather than offering sprawling infrastructure systems or deep economic modeling, it focuses on a handful of interconnected mechanics—profit, environmental balance, and citizen satisfaction—wrapped in a grid-based building system. It’s a game that clearly aims to deliver the essence of city management in a more condensed form, though that simplification ultimately shapes both its appeal and its limitations. The core gameplay revolves around placing different types of zones across a floating island landscape. Residential, commercial, and recreational areas must be arranged in a way that keeps the city functional while generating income. Businesses act as the primary source of revenue, but they are sensitive to the surrounding conditions. If crime rises, the environment deteriorates, or the city becomes unattractive, those businesses can fail, cutting off income and triggering a downward spiral. This creates a constant balancing act, where growth must be carefully …
