The Russian "developer" used the mediocre ClickTeam Fusion video game construction kit, filling out input forms/using premade level design tools. Basically an "asset flip", but with AI slop generated images instead of assets stolen from someone else... this is WORSE than asset flipping. This isn't a sincerely made game, it was slapped together quickly as a minimum viable product... a hopeless cash grab made for one reason: To generate Steam Keys in bulk for crap random game bundles, just to get a few roubles for polluting Steam with trash. A strong argument can be made that construction kits like ClickTeam Fusion should never be used to make games for profit, as the "developer", Green Goose Corporation has done here. These construction kits are intended to teach people some of the basic principles of game development, and to make small demos to pass around with friends.
