"Where are My Pipes?" is an asset flip, or what Valve calls a "Fake Game". The "developer" paid for/pirated someone else's example/template/tutorial game for a PipeMania/Pipe Dream ripoff, changed the name/reskinned a couple of things, and submitted it to Valve as if it was their own game. 8Floor/Creobit are serial asset flippers and plagiarists, having dumped literally hundreds of extremely low quality copy + paste fake games using the same template onto Steam, polluting the marketplace in a harmful way. This time they've ripped off PipeMania/Pipe Dream (copyright Lucasfilm Games 1989), so we can certainly hope there'll be some legal action at some point in the future. Gameplay is just Pipe Dream (made famous for being the "hacking" minigame in Bioshock). You're given pipes and must place them on a grid of pipes to allow water to flow from one point to another... that's all there is to it, you can get better Pipe Dream ripoffs on mobile app stores for free. Taking this shovelware seriously as if it was a genuine attempt to make a game, it doesn't meet basic minimum requirements that most PC gamers expect as standard. A really fun and challenging "Pipes" type game. You can rotate and place pipes to allow the water to flow. There are certain things along the way that you are required to attach to. And there is a time limit as to when the water starts flowing. Recommended only if you don't mind timer games.5 found this helpful

The main menu was broken,I couldn't enter my name or make any selections on the menu.. I was about to refund the game when I decided to see if I could make it work. I set the executable to compatibility mode for windows 7 and I set it to disable full screen automation and this made the menu responsive to enter a name and get into the actual game.
