"WarLeague" is credibly accused of being a direct asset flip/ripoff of another games code, not that there's much to this. Like mobile app scamware, this is just the thin veneer of a game wrapped around a mobile app like cash shop... it's incomplete, too, but you know, when the developers only thought is the cash shop and nothing else, it's no surprise they don't really care about delivering a full game. Yes, this does look like some neat little RTS, but that's a misleading illusion. The developers abandoned this 2 years ago. It will never be completed. This unfinished game is just polluting Steam and making it harder for gamers to find genuinely, completely made games. Despite not being able to finish the game, the developers apparently had all the time in the world to build a working cash shop microtransaction system and financial transaction back end into the game. That shows the developers primary goal was just to set out to gouge cash from Steam gamers just like mobile devs do with mobile peasants. There's no English translation for the game, but that's okay.
