The game description doesn't explain it very well, but it's a fusion of Mahjong Solitaire and straight-up Mahjong. You're given a mahjong solitaire puzzle to freely draw tiles from into a hand of your choice. You assemble mahjong hands from the tiles you can find to maximize score while pursuing the target objective(s)--typically building a specific hand. You don't have to worry about making pairs in the pile, but you do need to be concerned about not accidentally locking yourself out of completing hands by overcommitting on the tiles you can't see yet. It's wild just how well it all fits together! The combination feels perfectly natural. It's not overly challenging, so long as you know the rules of mahjong, nor is it trivially easy. It strikes a nice balance, and gives you enough room to play casually or minmax for score. It's a bit barebones--light on customization settings and a sense of progression--but for the price, you get a lot more than you pay for.
