I would say it is a simple colony builder time waster for mobile, but it looks like it came out in the 2000s.1 found this helpful
This game is very similar to the Townopolis/Romopolis/Megapolis trilogy of games, except that it is even easier and more basic. The art and UI are quite good for what I assume was originally a mobile game, and I found it enjoyable enough to hold my interest for the four hours it took to complete it 100%.
Good game for the price point. Sadly no guides so you are on your on to figure it out.

Short and cute, I enjoyed it well enough
Fun-ish and simple, nice puzzle game that have that early android game vibe.
