Because it's a very basic sandbox game - doing exactly what is states to do. There's no losing condition and no winning either, you just build, create more and more and more public transport until you get bored of it. Think it of making a your own clockwork device only for it's own creation sake. Hell, you can make a series of building connected only by sidewalks and it will work. And then you can sit back and watch it to do it's own thing. Only thing it lacks is amogus honestly. (if you know you know)
