Advertisements DO NOT need microtransactions... this is a scam, for sure. So yes, this is not a game. It's an advertisement for a product called "Sumo Tatami". Sumo Tatami may not even see it to release based on how hard this advertisement failed... it was meant to be a garbage mobile/console tier PvP arena brawler with a cartoony theme and presumably an even more toxic P2W cash shop in it.
