The "developer" took a bunch of someone else's game assets, rearranged them badly, and is trying to get YOUR money for someone else's work. In this case, DIG Games/QuickBobber ripped off a very basic Unity coding tutorial for a colour match game, and decided they could get paid money for stealing someone else's tutorial and posting the code as a complete game up on Steam. All you do in this code sample (published as if it was a real game) is observe a coloured bar, then click on the one of the four colour samples underneath that matches it. Seriously. Someone else's code tutorial, but with a price tag on it... that's a scam.
