About Heian City Story

Travel back to olden times and become Director of your own city!

Attract new residents and try to become the greatest city in the land! Add buildings like restaurants and teahouses to make your town a place where samurai and commoners alike will want to live.

This is the past, so don't forget to add some touches of traditional culture! Features like temples and gaming halls can give your city a lot of personality, especially when arranged in harmony with the surrounding environment. You might end up attracting tourists to the town, who will move in if they like it enough.

It's not all fun and games in the mists of history. Sometimes ghost, demons, and other baddies will come to attack your city. You'll have to summon your own Guardian Spirits to banish the evil ones and keep your townsfolk safe. Consider your spirits' abilities and placement for the best effects - strategy is the key word!

With a whole host of land expansion options, facilities, and residents to collect and customize, it's never been easier to create a city that will go down in history.
Start building your ancient city today!

▼Game Flow
Build and manage your own city! Grow the population and add new stores to earn money. Add plants and other buildings to increase the value of your land and create the greatest city history has ever known!

▼Increasing Population
New residents will move in when you add new buildings, raise your Land Value, or increase your city's Progress level. Tourists may also recommend your city if they leave satisfied.

▼Facilities
Improve residents' stats, and earn Gold and Research Points using facilities. Once enough people are using a facility, it can be leveled up and remodeled.

▼Facility Combos
Placing facilities with good compatibility near each other can give a street a whole new personality! Combos you've discovered are saved in your Street Index and can be carried over into New Game Plus.

▼Items
Items can be used to upgrade your residents and facilities. Using an item on a facility will affect all facilities of that type.

▼Yearly Rankings
At the end of every in-game year, your city's Culture level will be evaluated and assigned a score. Getting a star rating comes with special bonuses, so do your best to work your way up to five stars!

▼Protecting Your City
Monsters and animals will try to attack your city from time to time. You can drive them away with certain defensive facilities, or by using Guardian Spirits. Defeating enemies may also earn you Research Points.

▼Ending
The game "ends" at the end of Month 3, Year 12. Your money and points will then be saved as your high score, but you can keep playing as long as you like.--Try searching for "Kairosoft" to see all of our games!!Developer Homepages. Feel free to follow me♪

Players appreciate Heian City Story as another solid Kairosoft experience with charming pixel art, quirky dialogue, and satisfying city-building mechanics, though some find the gameplay formula repetitive and generic compared to other city sims. The main complaints center on achievement hunting being tedious and sometimes requiring counterintuitive design choices, along with frustration that Kairosoft continues recycling the same gameplay loop without significant innovation or optimization improvements despite premium Steam pricing. Most recommend it as a pleasant, rewarding pastime for fans o

This is another kairosoft title thats a really fun pass time. Ninja village was the first one i played, and i think I did like that one slightly better. This one is a little more complex in a good way though. Im a little frustrated though because I am still trying to get 100% achievements and I just cant seem to get the all the jobs in the game! Someone help! I've probably put an extra 15 hours or so into the game hoping to get them all. But anyways music is good, I always like to see the well written quirky dialog thay makes me laugh outlook sometimes. I city building and desgng is great, but to get all the combos is a bit strange, because you do need to make the city unlivable to get one of the achievements. But overall, I recommend 7/10

Heian City Story is a gentle, richly atmospheric city-building simulation that translates Kairosoft’s signature charm into a historical Japanese setting, offering a slow-burning experience built around careful planning, cultural development, and steady village growth. Instead of placing you in the role of a modern urban planner juggling traffic, utilities, and zoning laws, the game transports you to the Heian period and tasks you with turning a humble settlement into a flourishing town. From the very beginning, the tone is calm and meditative: soft pixel art, warm color palettes, and a relaxed pace invite you into a world where progress comes not from rapid expansion but from thoughtful design and attention to detail. The core loop revolves around constructing facilities — rice fields, homes, teahouses, bathhouses, temples, markets, entertainment venues — and arranging them so that they complement one another. Kairosoft’s trademark synergy system is at the center of everything. Buildings placed near compatible neighbors create bonuses, raise land value, attract more residents, and improve the town’s overall prosperity. Discovering those combinations becomes a natural part of the p…

This one is a bit of a mixed bag. It has a lot of systems and is really engaging for the first ten or so hours as you get familiar with everything! The setting and theme is really fun and charming to me, and the tower defense-esque minigame was a pleasant surprise. This title also has competitions with minigames, everything from sumo to horse-racing! It's full of things to do, store combos to unlock, professions to discover, and more. It's really impressive what Kairosoft accomplished with Heian City Story! But as you keep playing, the systems never quite... cohere into a cohesive experience, at least for me. There are many things to do, but they never quite connect to a full gameplay loop the way they do in Tropical Resort Story or Dream Town Island. The NG+ carryover is also disappointing: only the stats of villagers will transfer. Given the sheer volume of things to unlock and scale up in this game, not being able to carry any of that progress forward is unfortunate. Heian City Story has three different maps to design on, but the slog of starting almost entirely from scratch tarnishes the appeal of building a fresh new town. Overall it's still a very solid entry! I'll def…

The last ♥♥♥♥♥♥♥ Kairosoft game that I hope I don't have to play for a long time. Jesus its just a great value copy of like Sim City on the phones, again no optimization, no better pricing, just the same ♥♥♥♥♥♥♥ price on the ♥♥♥♥♥♥♥ google play store, should you be surprised all this time? Its ♥♥♥♥♥♥♥ Kairosoft, they have like a few bangers, some that could be but they ♥♥♥♥ it up by being generic as hell, having slow gameplay, and still having predatory tactics that you would see from a mobile game STILL in the game even if its on Steam. It's just sad, playing every single Kairosoft game and 100% completing them made me just ♥♥♥♥♥♥♥ hate their titles. I hope to never go back to one in a long time.
